DOD is hiding a 4th study that finds ban groundless
Washington-Eight Democratic senators are urging the Department of Defense to release an independent study that they say finds no substantive basis for keeping the ban on gays serving openly in the military.
The House and Senate planned to consider the fiscal 1994 defense budget, which writes into law a policy barring gay conduct by service members, in early August, but the lawmakers argued that it would be illadvised to do so without the report.
Authors of the August 2 letter to Defense Secretary Les Aspin were Sens. Howard Metzenbaum of Ohio, Tom Harkin of Iowa, Barbara Boxer and Dianne Feinstein of California, Carol Moseley-Braun of Illinois, Russell Feingold of Wisconsin, Paul Wellstone of Minnesota and Patty Murray of Washington.
The $1.3 million study commissioned by the Pentagon from the Rand Corporation favors an end to the ban, congressional sources, who spoke on condition of anonymity, have said. It would be the fourth done for the Pentagon, since the ban began, that finds no basis for it.
The lawmakers said that published reports verified by people familiar with the study show that it found "no substantive basis for maintaining the existing ban."
"The Rand findings also cast serious doubt on the wisdom of adopting the revised policy," the lawmakers said.
The Pentagon has in the past attempted to conceal three other internal studies which refuted its anti-gay policy. The Navy's 1957 Crittenden Report did not see the light of day until 20 years-and a court orderlater. The two PERSEREC reports, done in 1988 by the Defense Dept.'s personnel security research center, were steadfastly kept under wraps until copies anonymously "slid under the door" of the office of openly-gay Rep. Gerry Studds, who had been trying to uncover them for a year. Studds then publicized the reports.
U.S. military officials have also ignored the recommendations from members of NATO countries that support gays in the military. While some countries such as Great Britain, Japan and Russia have kept their bans intact, others like France, Germany and Canada have seen such restrictions lifted. Israel has gone so far as to allow gays to serve in high level intelligence roles, while Denmark sanctions gay marriages and extends death and disability benefits to gay military spouses.
The Senate began tentative work on the defense budget bill in early August, but will not finish until after Congress' August recess. The House devoted several hours August 4 to general debate only. Full debate on the issue was postponed until September in order to ensure passage of President Clinton's deficit-reduction package.
Cincinnati priest scolded for gay marriages
Cincinnati-The Roman Catholic Archdiocese of Cincinnati has reprimanded a priest who reportedly married five gay and lesbian couples.
The Rev. Michael Paraniuk of Batavia told the Mount Washington Press in a story published August 4 that he performed secret ceremonies at the gay couples' homes.
"Paraniuk has denied that his actions were intended to be marriage ceremonies," Fr. Daniel Conlon, chancellor of the archdiocese, said in a statement released the

same day. "Nevertheless, his actions were inappropriate, and they will undoubtedly be a source of confusion to many people," the statement said.
Conlon said Paraniuk could not perform same-sex unions because the church only recognizes marriage between men and women.
Paraniuk declined to discuss the issue and referred questions to the archdiocese.
Archdiocese spokesman Ray George declined to comment about any action planned against Paraniuk.
